I do agree that 'white on white' can have an effect. But it is a matter of style whether you use it or not. Ask some other artists, even professional artists, and you will find out not everyone uses white on white.
I appreciate you are telling all of this. But please understand that all artists have their own style, because everyone has a different personality and upbringing. We should appreciate the own style. And prevent the artistic world turn in one grey mass.

No-one ever told me I have to use white to make a blanco paper whiter. Could you tell me what you exactly mean, clearly? ^__^; That would really help me. You got me pretty confused here and I don't seem to be the only one.

Uh, I've kind of been avoiding art classes like the Plague, because I'd rather work things out for myself when it comes to my art style and they also have nearly nothing to do with a writing/film major. It still just seems like a stupid waste of pencil by putting white on white. I don't even know how you could tell. Shenanigans, I say! Shenanigans!
lol, but the magical pictures are always the best! I have a love for 'newsboy' caps... which are sorta like golf caps... *has a relapse and starts singing Newsies songs* Gosh, I love that movie.... Anyways.... *sidetracked* umm.... yesss.....

If it was the latter, you are right. This paper has turned brownish of age. So colouring it with a white pencil does make things whiter.
But I think there's a misunderstanding here. This time I've scanned the drawing. Therefore, things are lighter than they appear in real life, especially because I haven't edited it with some sort of software. Because of the lightning, all what was brownish is now white.
In other words, colouring it with white wouldn't have made any difference. (Besides, all what's shiny doesn't appear that shiny when scanned.)
But thank you for trying to help me out. ^^ I appreciate your comments and tips. If I can't find a good editing software for my scans, I'll make photographs instead and (might) have to do what you've said.

No, the wand wasn't supposed to be see-through. That was not what I had in mind, but while I was colouring, I found out some lines crossing the wand. So I made the wand transparent to hide those mistakes, hehe. ^__^;

I like your picture-- especially her hair. She has a cute hat, too.
I noticed that her legs don't look quite right. I think it's her bent leg that makes both legs look off. Do you draw some kind of framework for the bodies of your characters before adding the clothing? If not, I suggest you do that.
Also, is her wand supposed to be see-though?

Yes, there will be always room for improvement. It's nice to hear you have a somewhat same idea of perfect art like I do. Perfect art to me would be art that shows both the artist's (com)passion and skills. But you could narrow it to passion only - if one has the passion, (s)he will sooner or later be a skilled artist.
More people have mentioned the eyes, so it's not you, haha. Hmm, both the hands and the legs seems to be sized in a different way. Thank you for pointing out the mistakes, I'll try to improve the drawing. :D

You did okay on coloring its really cute. I can't tell if you shaded or not. It doesn't look like there's much depth, she looks to flat. Maybe you need to work on foreshadowing. I like the texture look of her hair, it looks pretty realistic. Her eyes look a little closer together than they should.
I'm not perfect myself but that doesn't stop me. Practice always help you improve. Maybe not make you perfect, but perfection is in the state of mind. My idea of perfect art is if there's life in the art piece, even if it's incomplete. An art piece without that spark or a bit of the artist's soul has no interest in me. You put a spark in this one.
hm the only 2 things i noticed
~ the open eye lookes a bit out of place but it could just be me....
~ her bent leg looks like her knee is a bit higher than the other
but other than that i think its beautiful i love the background and her staff :]
The only thing I can think of mentioning is that her hands are different sizes. Other than that, I see it more as you working on your personal style than anything else and there's nothing wrong with that.
